Inequalities are at the forefront of today’s public and policy debates. The Covid-19 pandemic has accentuated these. They have been linked to some of the most important political events and have sparked worldwide protest movements. Earnings of workers at the bottom of the earnings distribution in the UK and US have performed poorly in recent decades, and look likely to be the most hard hit by the global pandemic.

In the UK earnings inequality is increasingly persistent, with the poor being more likely to stay poor, and with little prospect of wage progression for workers in low-skilled occupations. Taxes and benefits have until recently boosted incomes at the bottom, but this looks increasingly unsustainable. What are the potential policy levers to improve pay growth for low-wage/low-skilled workers?
